Welcome

Hello and good day! Welcome to the ILO-EU Digital FOA Compliance and Labour Rights Violations Monitoring and Reporting Tool!
This Digital Labour Rights Tool is aimed to help workers’ organizations and trade unions to strengthen their services to their members and their capacity to gather, document and report cases, incidences and allegations of non-compliance with labour laws (e.g. forced labour, withholding of wages and benefits, non-payment of social security benefits, gender-based discrimination, unsafe work conditions, etc.) and incidences of union-busting, red-tagging, harassment and intimidation, and labour-related torture, enforced disappearances, arbitrary detention and extrajudicial killings.
Through eight (8) modules (including an annex on legal references and a special form for case incidence report) that cover topics such as company and union profiles, fundamental civil liberties and trade union rights, freedom of association and the right to collectively bargain, occupational safety and health (including COVID protocols), and teleworking arrangements, among others, this Digital Labour Rights Tool seeks to empower and embolden workers and trade unions to use this web and mobile-based app to gather, document and report cases of labour rights violations, which will also undergo internal validation and confirmation by the trade unions in preparation for taking the appropriate steps, such as attempting to resolve it at the enterprise level, or seeking the DOLE’s conciliation, mediation and arbitration remedies, or lodging legal and judicial action, especially in cases of grave FOA violations, such as labour-related extrajudicial killings.
Ultimately, the goal of this Digital Labour Rights Tool is to foster solidarity among workers and trade unions to strengthen labour-organizing, defend workers’ rights and hold to account the powers-that-be through the use of tech governance solutions and digital democracy.
This Digital Labour Rights and FOA Tool has been made possible through the technical assistance and support of the European Commission via the ILO-EU Trade for Decent Work Project in the Philippines.
